How the Application Process Works, Step by Step
Applying to the State of Michigan Tower Program follows a clear, transparent process — from your first conversation with the team through the Notice to Proceed that clears you to deploy. Here's exactly what to expect at each stage, whether you're colocating on an existing tower or developing a new build-to-suit site.
Before You Begin: Connect With the Program Team
Before formally applying, it's worth a brief introductory conversation with the program team. Sharing your coverage goals up front lets the team point you toward the right options — colocation, build-to-suit, CBRS/DAS, or a combination — and sets you up for a smoother process from the start.
Step 1: Identify a Site and Apply
Identify a tower of interest, or a land area of interest for a new site build, and submit your application. The team matches your needs against the program's 270-tower portfolio and 4.6 million acres of available state land to find workable options.
Step 2: Pre-Approval
Upon pre-approval, Pyramid Network Services orders a Structural Analysis (SA) and iMODS. A lease agreement is drafted for any new colocation or new site agreement. For existing colocations, an amendment to the Site Lease Agreement (SLA) is drafted instead.
Step 3: Agreement and Notice to Proceed
The agreement is routed for execution. Once it is fully executed, a Notice to Proceed (NTP) is issued — clearing you to move toward deployment and your on-air date.
